purchase@stimul-t.ru is a scam, it has no website, just a cheap domain from nic.ru used to send scam emails and fake documents.
Telephone is an anonymous mobile and the Fax# belongs to the real Stimul-T, that's a common trick of scammers since hardly anyone uses fax anymore.

Refineries as a rule don't have websites since they don't market the oil, that's done by the company that owns those refineries. Any offer from a Russian refinery will be a scam.
