That company name was registered in 2001. If the registration in fact belongs to this scammer it wouldn't be that unusual, Nigerian scammers do on occasion register their company name, much like scammers in other West African countries.

Here's one of their scam document impersonating the Nigerian National Petroleum Corporation, dated 2011 but uploaded to Alibaba July 20,2019:

The real Nigerian National Petroleum Corporation phone number is "+234 9 460 81000", they would never use anonymous mobile phones numbers on official documents.
jvoprscomd.com was a scam, it's now dead. These scammers then registered nnpc-jvoprs.com and nnpc-jvoprscomd.com, both are now shut down.

Here's another fake NNPC document also using scam address "bonnyterminal@jvoprscomd.com" therefore from the same scammers but with a different company name (BLESSDORC OIL AND GAS LIMITED), this one dated 2015:
